The returns are then opeueu and the consolidated vote of the parish for each elector called oft The returns are then handed to the clerks, who verify additions made by the commissioners of elections. If these prove correct, the members of the hoard sign and approve them. There are already nine parishes can vassed, ouly two giving democratic majorities. It is found there are con tests iu nearly all the parishes. The contested parishes will be taken up last Chabeestox, Nov. 22. Noon. The Supreme Court has issued a writ of peremptory mandamus to the Board of Canvassers, requiring them to give certificates of election according to the report made yesterday. This gives the democrats prima facie a majority of four in the House and fifteen of the thirty-two senators. Notwithstanding tho order of the court, the canvassing board issued certificates to all the member 9 of the legislature, except for Laureus and Edgefield counties, thus securing a majority of the Legislature to the republicans, and securing the defeat of Hampton and the election of Chamberlain, and aho issued certificates of election to tho Hayes and Wheeler electors, and to all the republican state ticket. The board then adjourned 'fine die. The nine parishes of Louisiana al ready canvassed gives Hayes a majority of 2354. These figures do not differ materially from the poll lists in the hands of the democratic committee. The most of the protests aro in parishes giving democratic majorities. Tho Ttmts of yesterday printed a long telegram from Calcutta, of which the following is a sammary: Three large islands, name ly, Huttiab, Sundeep and Dak Liu Sba- habftypore, and nameroas small islands included in the Buckergxinge, Nookhol ly and Chittagoug districts, were en tirely submerged by the storm wave of October 31, aa was also the mainland for five or six miles inland. These is lands are all situated in or near the country of the River Megna. The largest Dakhm Shahabayporu was 800 square miles iu extent It hail a population of about 210,000. Hattiah and Sundeep, together, had about 100, 000 population. Up to eleven o'clock on the night of the 31st there were no signs of danger, but before midnight a wave swept over the country to a depth, iu many places, of twenty feet, surprising the people in their beds. Dense groves of cocoanut and palm trees around the villages enabled many to save themselves by climbing among the branches, and some took refuge on the roofs of their bouses, but the wa ter burst the houses asunder and swept them out to sea. Some were carried thus across the channel teu miles, to the Chittagoug district, but a vast ma jority were never heard of again. The country is perfectly flat and almost ev ery one perished who failed to reach the trees. There is scarcely a house hold in the islands and on the adjacent coast but lost many members. The cattle are all drowned. The boats are swept away and means of communica tion with other districts is destroyed. There is much distress among the sur vivors, which the government is reliev ing. The Government ' Gazette says wherever the storm wave passed it is believed not a third of the population survived. The islands have barely one fourth of their former inhabitants. The stench from the putrefying bodies is insutierablo and a general outbreak of cholera is hourly expected. The Times correspondent says this fear ia happily not yet realiied except in Nookholly, where the disease " has ap peared. IN ews from the famine-threat ened districts of Madras is somewhat better. Rain has come in time to do some good. Iu Bombay the prospects are still gloomy. Actual famine in two or three districts seems probable and great distress in four or five more. N. Y. Herald Nou. 21.
